Digital Diploma

Our solution, fully adapted to the new regulations, allows HEIs to implement the process of issuing and registering digital diplomas for degree courses.

The Ministry of Education (MEC) established the obligation of the digital Diploma of higher graduation course: document, which is 100% digital in its generation, storage and existence and the signature, is carried out with digital certification and time stamp in the Brazilian Public Key Infrastructure – ICP – Brazil, according to the parameters of the Brazilian Standard of Digital Signatures – PBAD. As a result, all Higher Education Institutions (HEIs) in Brazil no longer issued the traditional paper diploma and adopted the digital format.

The objective of the Digital Diploma project is: to promote the modernization of academic documentation; allow for the reduction of bureaucracy in the process of generating and issuing the diploma and the consequent savings in time and cost of the service; and fight fraud and irregularities in the issuance of this document.

LEGISLATION HISTORY

Provisional Measure No. 2200-2, of August 24, 2001. Allowed the use of digital signatures with digital certificates in Brazil and established the Brazilian Public Key Infrastructure (ICP-Brazil standard).

Ordinance No. 330, of April 5, 2018. Establishes the general procedures for issuing and expedition diplomas through digital means.

Ordinance No. 1,095, of October 25, 2018. Establishes the set of criteria and processes for the secure issuance and registration of diplomas.

Ordinance No. 554, of March 11, 2019. Details and provides a greater technical description of the requirements for issuing digital diplomas.

MEC Ordinance No. 117, of February 26, 2021. Extends the deadline for the implementation of the digital diploma by HEIs.

MEC Ordinance No. 1001, of December 8, 2021. Provides for the issuance of diplomas in digital format at HEIs.

Normative Instruction No. 1, of December 15, 2020. Provides for the technical regulation for the issuance and registration of graduation diplomas, by digital means, by HEIs.

Normative Instruction No. 1, of June 19, 2021. Approves version 1.02 of Annex I of Normative Instruction – IN/SESU No. 1, of December 15, 2020 and gives other measures.

Normative Instruction No. 2, of November 18, 2021. Approves version 1.03 of Annexes I and III of Normative Instruction – IN/SESU No. 1, of December 15, 2020, amends §3 of art. 9 and makes other provisions.

Normative Instruction No. 2, of May 2, 2022. proves version 1.04.1 of Annexes I, II and III of Normative Instruction – IN/SESU No. 1, of December 15, 2020.

REQUIREMENTS

The diploma must be digitally signed with an ICP-Brazil digital certificate using the Brazilian Standard for Digital Signatures – PBA;

The signatories defined by the HEI of the digital diploma will have to be the same as when the previous format was issued in physical media, being required of all participants the digital signature with ICP-Brazil standard certificate type A3 or higher.

The digital signature must be performed manually by all signatories;

The digital diplomas must be issued in the Extensible Markup Language – XML format, using the advanced electronic signature in the XML Advanced Electronic Signature – XadES standard;

The digital diploma signed according to the Brazilian Standard of Digital Signature – PBAD must adopt a signature policy that allows the long-term custody of the document;

The HEI must have an institutional digital certificate to carry out the digital signature as an issuing and registering HEI, where appropriate;

The signed XML code of the digital diploma must be conditioned to a Uniform Resource Locator – unique URL, in order to facilitate the consultation of the status of the document at any time;

The HEI must make available, on its website, a place to consult the validation code of the digital diploma.

To ensure the integrity of the information provided and the correct formation of the XML files, the Ministry of Education will provide the XML Schema Definition – XSD, with the code structure and its respective technical note, with guidelines for the HEI to execute the digital diploma;

The XML code of the digital diploma must have an auxiliary tool that allows its visual representation;

The digital diploma becomes part of institutional documents as part of its academic collection;

The visual diploma must have a QRCODE that allows access to the unique URL and validate the validity of the diploma on the Internet;

The digital diploma must have a time stamp.
